Rachel pushes herself upright, hand going to her holster automatically before she remembers she doesn't have a gun and lets her hand drop. She's not one to judge a person for not getting within grabbing distance of a stranger.
It takes a moment of unsteady fumbling--which makes her scalp creep, makes her feel naked and helpless even more than not having a weapon--before she can get her badge out and open it up. Still, she keeps her voice even and calm.
